Rep. Steve Scalise (R-LA) took to the House floor earlier this week and unloaded on President Obama. "I'm angry and the people back in my state are very angry," he said, brandishing a photo of a dead pelican and a copy of the Oil Pollution Act. Scalise quoted the Act as mandating the president to "ensure the effective and immediate removal of discharge."
